Deer Haven Phase 2

Thank you for all your patience while the construction is underway on the roadways.  You've probably noticed that the curbs that we replaced recently are being replaced again.  The curbs that were replaced were not placed according to the specifications and the City rejected this work.  Upon the removal of the curbs, the condition of that curb verified it was not placed according to specifications and would not have lasted the anticipated life of the curb.  We apologize for any inconvenience this may cause you, but we feel strongly you should get a product that will last its intended life.  The City will not be paying for any costs associated with the replacement of the curb and therefore, you will not be paying for its replacement either.  

The road construction will continue to move forward.  The pavement milling will begin on Friday, July 6 and will take 2 to 3 days to complete.  Grading of the gravel and any undercuts will follow and take an additional 3 to 4 days.  Access will be maintained for your property throughout the process.  Please have patience while traveling through the area for everyone's safety.  Paving will occur following the grading operations.

The road construction project for Bucks Island Court, Deer Haven Drive, Fawn Court, White Tail Court, and Wilderness Way has been awarded to Payne & Dolan, Inc.  As such, we have determined the contractor will be starting construction the week of June 4, 2018.  The beginning stages of this work will seem intermittent as minor utility work is being completed and curb sections are being replaced. This work will last approximately 2 to 3 weeks depending on weather conditions.  The road pavement will remain intact for the duration of this work, but there will be equipment and barricades/barrels in the areas of curb replacement and utility work which will impede traffic.  Some driveway access maybe limited for up to 3 days while the concrete is curing.  If this is the case, we will work directly with the property owner with notification and alternate accesses.

The roadways willhave two potential treatments for the road surface.  The first is a full depth mill (all existing asphalt removed) and the second is a partial depth mill (the top portion of theasphalt milled and crack filling).  The pavement milling is currently scheduled to begin after June 25, 2018 with the exact schedule depending on the Utility work described above.  Once the pavement is removed, access will be maintained to your driveways on the gravel base or the partially milled pavement.  Milling operations will be followed by undercuts (digging out bad, soft stone base areas and replacing them with appropriate backfill to support the new pavement)in the full depth milling areas and crack filling in the partial depth milling.  In areas of full depth milling, this is then followed by grading operations to re-establish the crown (pitch) on the roadway.  These operations will take 1 to 2 weeks depending on weather conditions and the amount of undercuts.  

The new asphalt willbe placed in 2 layers for the full depth milled areas.  The surface (finish) asphalt course willfollow immediately upon completion of the binder course for all areas.  During this time, access to your drivewaysmay be limited for short periods (perhaps 30 minutes to 1 hour) while the asphalt is placed and cooled.  The time to cool the asphalt is weather dependent so your access limit time may vary.  The contractor and our inspector will do their best to get access to your properties as soon as possible.

Finally, if you have any invisible fencing or anirrigation system (or any other impediments underground) located within the City’s right of way (typically from the curb towards your home approximately 16’), you must mark the locations of the these facilities.  If you do not mark the location and it is damaged by the Contractor, it will be your responsibility to repair the damage.  If it is marked and damaged by the Contractor, the Contractor will be responsible for the repair.

Deer Haven Phase 2 road project includes road rehabilitation on Bucks Island Court, Deer Haven Drive, Fawn Court, Wilderness Way, and White Tail Court.  The existing pavement will be removed and replaced.  Minor storm sewer, sanitary sewer and water main work will be completed as part of the project as well.  Construction work is anticipated to begin in Spring 2018.
